Dalian Yachting Master Plan
In 2005 a Yachting Industry Development Master Plan for the province of Dalian in China was successfully completed and presented to the Dalian Government. The plan describes all yachting and yachting network opportunities along the Dalian coast.
The city of Dalian in Northeast China’s Province of Liaoning, has a relatively short history of about 100 years, but its history has always been firmly connected to the sea and the strategic location of Dalian in relation to the sea. This project was the first ever Yachting Master Development Plan in Dalian, and provided the basis for all subsequent plans and projects. Together with our partner Royal HaskoningDHV and our client, the Dalian Municipal Development Planning Commission, we have conducted over 20 interviews with Government officials of various bureaus and departments including the Tourism Bureau, Ocean Bureau, Port Administration Bureau and Maritime Safety Administration, private companies such as real estate developers and semi-public development institutes, scenic spot and resort directors, yacht builders and yachtsmen.
The economic situation and development trend have been used as a starting point for assessing the demand forecast for yachts and yachting facilities. Since there was no reference material available on yachting development in Dalian, international comparison cases have been used, together with the relevant information from earlier projects in China conducted by the team.
A SWOT analysis has been conducted to assess the strong and weak points of Dalian in relation to yachting development opportunities. Items discussed are the required institutional framework, including permits and licenses, rules and regulations, promotion activities and activities to enhance a broader awareness such as sailing schools and low entry rental bases.
